I'll second what Metro said. Also if you don't want to get her wet, turn the shower on to hot water only and close the bathroom door and sit in there with her for twenty minutes or so. It will ease the congestion. Also baby Tylenol.
Sorry I'm late to the party. Our three month old has been having congested nose since birth. Plus some reflux. Not long strings of snot, just regular congestion. Humidifier works great and makes a big difference. Especially over here, it’s almost winter and the air is VERY dry.
Long hot showers work well, we use that for our older son right now since he’s got kind of a cold. Also, try to keep the head high. We've elevated one side of our newborns bed and that makes a big difference, especially later on in the night when the snot accumulates. She’s sleeping like a dream for the past few weeks.
Of you want to know how to get rid of the stuffy nose after she is done using your shoulders as a tissue. We just went through this. We used the humidifier and some OTC decongestant for children.
I second (or third or whatever) the shower suggestion. Spent several long nights in the steamy bathroom when she was congested and having trouble breathing, nursing and sleeping. Seemed to really help her and no meds needed.
My 5 1/2 month old just had a cold last week that my 4-year-old brought home from school I was upset to hear from the ped that she’s too young for decongestants…
We bought mentholated baby wash for her bath. I also used the baby version of vapo-rub which has the disturbing effect of making baby smell like chicken, but hey…it helps!
I second the repositioning - we used to let our kids sleep in their infant carriers when they were tiny and sick, because the position helps them breathe so much easier. Poor kiddie!
Warm bath and a humidifier always works for us. Is she getting those long ropes of snot or is she just having a tough time breathing?

She didn't sleep well tonight because it’s hard for her to breath, especially while being breastfed.
I think that a lot of TLC will also do the work - I don't want to start giving her medicine - she doesn't have vefer.
